Program / Department Summary

The Mercy Corps Security Department provides security services for Mercy Corps programs and staff and manages security measures for the Mercy Corps office and living quarters all programming and headquarters location in Iraq. Through the established Mercy Corps Security Management Policy outlined in the Global Field Security Manual and the Country Security Management Plan, the Security Department implements security measures in accordance with Mercy Corps’ community acceptance, physical protection and deterrence strategy.

General Position Summary

The Safety & Security Officer (also referred to as the Security Focal Point - SFP) will oversee provision of security services for Mercy Corps programs and staff and manage security measures for the Mercy Corps office and living quarters in Anbar Governorate . Through the established Mercy Corps Security Management Policy outlined in the Global Field Security Manual and the Country Security Management Plan, the SFP will implement security measures in accordance with Mercy Corps’ community acceptance, low profile/low visibility, no arms policies.

 

Essential Job Responsibilities

Safety and Security
  • Ensure compliance with security procedures and policies as determined by country leadership.
  • Proactively ensure that team members operate in a secure environment and are aware of policies.
  • Key contributor to country level security risk assessment (SRA) – these assessments will underpin the country security management plan
  • Conduct location specific SRA to support field offices or specific projects
  • Manage the safety and security for domestic travel for program and support staff
  • Deliver security orientation briefs to new staff and visitors
  • Deliver personal security training to program and support staff
  • Deliver skills and procedures training to Watchmen
  • Report and record safety and security incidents, and conduct minor security investigations
  • Deliver weekly security updates to program and support staff
  • Manage the performance and quality control of Watchmen and Security Guards
  • Lead the selection process for Watchmen
  • Understudy, and be prepared to assume the duties of the Senior Safety and Security Officer (SSSO)

  • Assist team members with information, tools and resources to improve performance & reach objectives.
  • Promote accountability, communicate expectations and provide constructive feedback informally and formally via regular one on ones and performance reviews.

  • Hire, orient and lead team members as necessary.

 

 

Influence & Representation
  • Identify, build and manage collaborative partnerships with consortium partners, sub-grantees, donors, local governments and other stakeholders.
  • Communicate effectively to ensure overall project targets and donor obligations are met.

 

Security
  • Ensure compliance with security procedures and policies as determined by country leadership.
  • Proactively ensure that team members operate in a secure environment and are aware of policies.

  • Team members are expected to conduct themselves in a professional manner and respect local laws, customs and MC's policies, procedures, and values at all times and in all in-country venues.

 

Supervisory Responsibility:

The Safety and security officer will supervise BGD office and GH`s Watchmen.

Accountability

Reports Directly To: Senior Safety and security officer.

Works Directly With:   SR. Safety and Security officer.

                                     HoO.

                                     All programs and supportive team.

Qualifications & Preferred Skills

Knowledge and Experience

  • 3-years proven experience in safety and security supervision
  • 2-years proven experience in logistics and vehicle fleet management
  • Excellent verbal communication skills
  • Strong information technology skills - proficiency with MS Office software required (Outlook, Word, Excel, and PowerPoint).
  • Highly proficient in task management with the ability to work under pressure to prioritize tasks to meet deadlines.
  • Fluent in written and spoken English, and Arabic.
  • No Police Record - Stable, moral and robust character and a good team-player.
  • Experience with field safety and security training – formal qualifications are an advantage
  • Crisis management trained or experience
  • Experience working with multiple stakeholders – national and international personnel
