Human Appeal (HA) is a British humanitarian, non-governmental and non-profit organisation that works in 25 countries around the world since 1991. Human Appeal has been operating in Iraq since 2016. Human Appeal Iraq’s country office is in Erbil with sub-offices in Mosul and Aana. Human Appeal is working in a number of thematic sectors: primarily in protection; shelter and non-food items; food security and livelihoods. Human Appeal’s main donors include UNHCR, UNOCHA, WFP and numerous other international institutional partners.
The PSS and Case Management Consultant will provide technical and field support and will strengthen Human Appeal’s institutional capacity, strategy and interventions to address PSS and to provide case management services to the vulnerable children in Anbar in line with the guiding principles of case management and PSS standard, including building linkages development with other sectors (education, health, etc.). At the end of this consultancy, mapping of PSS and case management services, referral pathways, capacity building of the field staff and recommendations on way forward are expected to be developed and implemented by Human Appeal in collaboration with UNICEF in Ana (Anbar), Iraq.
DUTIES AND RESPONSIBILITIES:
1 Develop guidance/handbook on case management response for caseworkers. The objective of the guidance is to provide skills and strategies to case workers so they can safely provide support to the vulnerable children and adolescents, and their families, throughout the case management process from identification to case closure.
2 Undertake a short desk review and analyse available information and data related to child protection issues, as well as existing, national legislation, policies and practices regarding child protection and case management in Iraq
3 Map existing child protection service providers in Anbar governorate in Iraq, assess case management system and conduct a skills analysis of CP case workers for case management (including knowledge, attitude and communication skills)
4 Develop recommendations to the project team on appropriate, culturally sensitive messaging for different target groups in the target location on the Human Appeal and UNICEF’s work to facilitate community acceptance.
5 Design training modules on Case Management and Psychosocial Support for the children
6 Develop a training curriculum on PSS Response for Case Workers. The objective of which is to build case workers skills to safely identify and refer children to specialized PSS services when required and to provide basic PSS counselling to children and their families impaired by distress during their individual case management interviews and follow up visits.
7 Based on the assessment and existing good practices, the Consultant will lead on the development of an approach to improve the Human Appeal’s PSS and Child Protection programme in Iraq
8 Conduct a presentation to the Case Management Working Group and share recommendations for the implementation of PSS support as part of case management and any other recommendations related to the support of children and their families impaired by distress.
9 Technical assistance in integrating referral systems/mechanisms to address the issues of the most vulnerable children/adolescents/youth with respective services
10 Collect relevant data and information on the current psychosocial interventions and how they are responding to the needs of the population; assess the tools and resources used on their cultural appropriateness.
1 Develop a handbook on PSS Response for Case Workers.
2 Report on findings of the Desk Review and Mapping of service providers and case management including recommendations for each targeted area.
3 Conduct one week training on PSS and CP Case Management and training report
4 Final Report

PERSON SPECIFICATION (Education, Experience, Skills. Abilities)
• Advanced university degree in social work, human rights, law, or related field (Masters or
• A minimum of seven years of relevant professional work in child protection case management
and alternative care, with a particular focus on displaced children. Previous relevant working
experience in Middle East would be an asset
• Prior training and direct programming experience in PSS issues and CFS, including a good
Understanding of the IASC Guidelines on Mental Health and Psychosocial Support in Emergency Settings, Guidelines for Child Friendly Spaces in Emergencies and the INEE Minimum Standards.
• Substantial experience in development of training materials and facilitating training workshops
• Excellent planning and organizational skills
• Excellent analytical and written skills
• Strong communication skills - both oral and written
• Fluency in English and Arabic
• Experience working with UN/international organizations
