DRC has been operating in the Middle East and North Africa (MENA) region for over a decade, running a combination of emergency, livelihood, protection and advocacy programmes through Country Offices (COs) in Algeria, Libya/Tunisia, Syria, Iraq, Jordan, Lebanon and Turkey with a Regional Office (RO) in Amman. DRC has 17 offices and approximately one thousand staff members across the MENA region. Following an internal HQ restructuring, from 1st January 2018 the region is focusing on the Middle East, hence Algeria, Tunisia and Libya will transition to a new region during the course of 2018, while Yemen will join the Middle East region.

About the job

Implementation of protection monitoring and capacity building activities in designated areas.

Your main duties and responsibilities will be:

Monitoring & Reporting

• Implementation of protection monitoring and capacity building activities ensuring qualitative and timely planning;

• Ensure quality reporting on achievements through daily short briefings, monthly and weekly planning presented against weekly and monthly performance reports containing clear quantitative and qualitative information related to the activities to the Team Leader, and Program Manager when requested.

• Contribute to the drafting of internal/external reports (weekly/monthly and quarterly) according to DRC and donor requirements ensuring that reports are of a high quality and submitted on time.

• Elaborate on trends and protection situation analysis to feed into monthly reports.

• Lead Focus Group Discussions, Key Informant Interviews, Household assessments and other protection monitoring activities in line with targets,

• Maintain regular and positive collaboration with the colleagues to harmonize approaches and methodologies of response, share challenges and best practices and ensure that protection is mainstreamed into the other sectors of intervention.

• Conduct regular field participatory protection monitoring and assessments, using as much as possible an age, gender and diversity approach, in order to fully understand protection concerns and priorities. Assess the resources available to the targeted displaced community to increase their own safety and protection.

• Enhance and facilitate discussion on main protection concerns and response capacity within the displaced and the host communities.

• Conduct vulnerability assessment and identify cases for assistance according to pre-defined criteria.

• Refer protection cases to the Protection Officer and/or relevant agencies, including updating the database on case referral and follow up.

• Ensure dissemination of clear and reliable information on service provision and other pre-selected key topics.

• Conduct information sessions, record feedback (comments, suggestions) and report results back to Protection Officer on issues of concern with recommended areas of intervention

• Submit weekly and monthly activity plans, reports and recommendations for assessed persons and identified beneficiaries to the Protection Officer;

• Maintain constructive relationships with municipalities, other local government institutions, local NGO partners and other international organizations in coordination with the other team members

Capacity Building

• Support existing localized protection groups and form new community based protection groups in mobile safe space locations.

• Hold regular follow-up meetings with community based groups and assist in the development of ‘community action plans’ to address protection concerns.

• Contribute to identification and reporting on protection risks as necessary.

• Contribute to capacity building of local organizations, community groups, and stakeholders

• Coordinate capacity assessments of the local partner, community groups, and stakeholders on Community Based Protection programming, including knowledge and understanding of HR/IHL/Guiding Principles, and Humanitarian Principles

• Contribute to comprehensive capacity building plans for local partners based on respective needs in order to support quality interventions.

• Develop/compile training packages on selected Protection and Protection project related topics; deliver protection sensitization trainings across five Governorates (Baghdad, Diyala, Najaf, Karbala and Babylon)

• Provide trainings utilizing developed training packages and other materials to local partners, community groups, and stakeholders, in coordination with the Project Managers;

• Facilitate trainings related to Community Based Protection, as well as general protection principles to DRC’s partners and internal staff.

• Coordinate the provision of trainings on organizational capacity in coordination with respective staff (HR, Logistics, Finance, M & E) and Project Manager.

• Monitor application of skills gained in trainings by staff, partner organizations, community groups, and stakeholders.

• Support in the production of monthly reports on the progression of the capacity building plans.


• Any other duties as may be assigned by the Line Manager

• Conduct duties in accordance with DRC Iraq programme Standard Operating Procedures (SOPs);

• Conduct duties in accordance with DRC Code of Conduct.

• Ensure transparency and DRC’s positive regard and reputation within communities.

• This position requires frequent travel between base/suboffices/community centers/mobile centers, and will also require participation in community outreach.


Qualifications & Preferred Skills

About you

To be successful in this role we expect the following:


• Relevant professional experience of not less than 2 (two) years;

• Familiarity/prior experience with DRC and its persons of concern (including internally displaced persons and refugees-returnees) would be a distinct advantage;

• Familiarity with digital data collection

• Familiarity/prior experience with NGO sector would be an advantage.

• Good spoken and written English/Arabic and relevant computer skills.
