Première Urgence Internationale (PUI) is a non-governmental, non-profit, non-political and non-religious international aid organization. Our teams are committed to supporting civilian victims of marginalization and exclusion, or those hit by natural disasters, wars and economic collapse by answering their fundamental needs. Our aim is to provide emergency relief to uprooted people in order to help them recover their dignity and regain self-sufficiency. The association leads on average 190 projects a year in the following sectors of intervention: Food Security, Health, Nutrition, Construction and Rehabilitation of infrastructures, Water, Sanitation, Hygiene and Economic Recovery. PUI is providing assistance to around 5 million people in 20 countries across Africa, Asia, the Middle East, Eastern Europe and France


PUI has been present in Iraq since 1983. The programming has spanned the sectors of health, WASH, protection, shelter, food security and livelihoods, through an integrated approach, in both urban and rural areas, responding to the changing needs of the local communities.


By 2010 PUI was implementing an integrated multi-sectorial program targeting poor rural villages in Baghdad to help them regain livelihoods and restart agricultural production. Besides training and supplies, this programme emphasizes reconciliation, solidarity and cooperation among villagers. PUI has been meeting needs of vulnerable population in Baghdad by supporting livelihood projects and promoting access to the job market through Professional Tool Kits and associated trainings.


Starting in 2014, following the crisis linked to size of territory by ISIS and armed conflict on Iraqi soil, PUI took a multi-faceted approach to supporting the needs of this newly displaced population focusing on Dohuk, Ninewa and Najaf, Baghdad and Anbar Governorates, supporting nearly 100,000 IDPs. Firstly, working in newly set up camps in KRI, then providing additional health care outside of camps through MHT in KRI and CSI


Nowadays, PUI is supported vulnerable people affected by the crisis mainly through provision of health care (Static PHCCs in IDP Camps, Rehabilitation of PHCC and mobile health intervention for IDPs and returnee) and Mental Health and Psychosocial Support but also Wash services within camp for IDPs and outside of camp (rehabilitation of water treatment plant in newly liberated area) and shelter support (distribution sealing-off kits to returnees)




Job description


Overall purpose

The Monitoring & Evaluation Officer is responsible for implementation of M&E activities within projects while under supervision of MEAL Manager. M&E Officer will also contribute to the definition of M&E strategy for all project in its base and ensure its implementation by managing M&E team work plan and providing support to PUI’s operational and technical staff for monitoring and evaluation of projects in order to improve their monitoring performance.  Under supervision of MEAL Manager, he/she will provide technical guidance following any M&E activity by drafting reports including conclusion and recommendation toward improvement of program quality.  In addition M&E Officer will be requested to communicate with program team in order to facilitate the transmission of best practices.

Responsibilities and scope of duties

Under supervision of MEAL Manager, the M&E Assistant will:

4   Contribute to the design of M&E plan and activities for each project in its area, with support of MEAL Manager and in coordination with program staff.

4   With support from MEAL Manager, plan and ensure conduction of any necessary Monitoring & Evaluation activity by M&E team. (monitoring survey, monitoring visits, evaluation study and surveys)

4   Ensure the quality and relevance of internal M&E activities, by ensuring respect of process and procedure for data collection from M&E team, agreed upon with MEAL Manager

4   Contribute to analysis of result from M&E activities and provision of adequate recommendations with support of MEAL manager and in coordination with Program staff.

4   Upon approval from Manager, communicate recommendations with program staff and follow up on their implementation

4   Provides a methodological support to program teams in his/her area of intervention on technical questions linked to M&E such as: design of M&E matrix, quantitative and qualitative data collection, measure of indicators

4   Ensure Management of the M&E team in its area, including setting objectives and planning for the team, as well as continuous mentorship and capacity building

4  Ensuring respect of security protocol by M&E team

Specific goals and related activities

1.          Contribute to the design and implementation of M&E Actitivties

4   Support MEAL Manager in the design/development of any M&E survey or activity, including questionnaire and methodology/protocol

4   With the support of Database officer, contribute to the design of KOBO forms

4   Design planning M&E activities agreed upon with manager, to be followed by M&E assistant in the field

4   Provide technical and managerial support to M&E staff on data collection

4   Supervise data collection or any related outcome produced by M&E Assistants

4   Lead in the training and briefing on new activity of M&E Assistant

4   Suggest innovative approaches in order to improve M&E activities


Note: Possible M&E activities may include (but limited to) monitoring visits at project sites, post-activity monitoring (e.g. post distribution monitoring), KAP survey, evaluation survey, verification of beneficiaries identity.


2.          Data Analysis and Reporting

4   Ensure quality daily reporting of M&E assistant on their activities in the field, inclding feedback and observation from the field.

4   Collaborate with Database Officer in order to develop appropriate database and necessary data analysis protocols related to M&E surveys and activity.

4   Review and analyse the data collected during monitoring or evaluation activities, ensuring accuracy of the information.

4   Provide conclusion and recommendation to MEAL manager based on the findings of any M&E activity

4   Draft reports after conduction of any M&E activity to present conclusion and recommendations

4   Upon request from MEAL manager, coordinate with program staff in order to follow up on implementation of the recommendation provided by M&E after conduction of any survey or monitoring visits.



4   Participate to the design of M&E matrix at the beginning of each project in his/her area (methodology for indicator follow up) and ensure with project officer that all mechanism are in place to allow this follow up.  

4   Ensure the follow up of the project indicators and work plan by supporting program staff in using the Project Monitoring Tool (PMT)  

4   Ensure that Sources of Verification (SOV) for indicators are accurate and appropriately archived by Program team on monthly basis

4   Provide technical support to program staff to design tools aiming at project monitoring and to be conducted by project staff (Kobo Form, Scoring system, Excel Database etc.)

4   Conduct periodic monitoring visit at project sites

4   Inform PM and MEAL Manager in case of any discrepancy or issue monitored by M&E team during conduction of project activities. 

4   Ensure the projects adhere to PUI quality standards and “Do No Harm” principle and report any harming behavior

4.          OPERATIONAL MANAGEMENT OF M&E TEAM and Coordination with other departments

4   Define, in collaboration with the MEAL Manager, objectives and associated activity work plan for M&E team

4   Ensure M&E team as enough resources, materials and equipment to conduct its daily activities

4   Ensure achievement of the M&E team’s activities and objectives;

4   Frequent travel to other basis request and remote management of staff in some occasion.

4   Communicate with security advisor, Field Coordinator and MEAL Manager all necessary security information (security checklist) prior any field visit of any member of the M&E team.

4   Upon request from MEAL manager, coordinate with program staff in order to follow up on implementation of the recommendation provided by M&E after conduction of any survey or monitoring visits.

4   Communicate to the logistic department on a weekly basis the M&E team’s needs related to transport, communication and other office needs.

4   Fill and communicate HR documents (attendance sheet, leave request, etc) to MEAL Manager.


5.          HR management/Capacity Development

4   Brief all new M&E staff under his supervision about process and tools used by MEAL department, as well as on their duty and responsibility.

4   Evaluate and assess the performance of collaborators under his/her direct supervision;

4   Actively participate in relevant MEAL, strategic or programs workshops and meetings;

4   Supervise adherence to security regulations by personnel under his/her supervision, including tracking and security check;

4   Supervise and support personnel under his/her supervision in implementing their action plan and achievement of their objectives;

4   Identify technical training requirements for the personnel under his/her supervision.

4   Participate in the recruitment process of any staff under his/her direct supervision


6.          Other duty

4   Comply with PUI security protocol in the field

4   Actively participate in relevant MEAL, strategic or programs workshops and meetings;

4   Support to project activities when necessary and decided by MEAL Manager

4   Support to accountability activities when necessary and decided by MEAL Manager

4   Support to M&E activities in other basis when necessary and decided by MEAL Manager
