The Logistics & Procurement Officer is responsible for coordinating, consolidating, and ensuring smooth implementation of and adherence to logistic and procurement procedures, fleet management warehouse activities and provides logistical support to HA Projects in Mosul, Iraq.

This position will also be the Security Focal Point and will be in regular contact with the Security Manager in the Country Office.



  • Fleet management and transportation
  • General management of the entire fleet of vehicles under the sub-office.
  • Support the transportation needs of program and office staff are met in coordination with the Logistics Officer and Operations staff of other offices.
  • Ensure proper vehicle utilisation, maintenance, fuel consumption, monitoring and controls systems.
  • Maintain adequate vehicle administration files, including vehicle log sheets, fuel consumption, vehicle maintenance and repair and accident reports.
  • Ensure all vehicles are safe and road-worthy and drivers observe road safety rules.

Warehouse and Asset Management

  • Manages the daily operation and administration of the warehouse(s)
  • Understand HA’s Warehouse Policy and Procedures Guidelines and associated forms. Assists staff, as needed, in following these policies and forms;
  • Ensure materials are received, stored, shipped, and reported in accordance with established procedures and Government guidelines/regulations. Travels to field sites to receive and inspect goods delivered directly to the field.
  • Maintain a complete, accurate and up-to-date inventory list and stocks.
  • Maintain an accurate, complete and up-to-date asset register and inventory list.
  • Conduct regular physical counts of assets and inventory.
  • Maintain proper records of disposal of assets (lost, damaged, sold, donated, stolen, or other)
  • Support on other tasks when required and any other related tasks assigned by the line manager.

Procurement Responsibilities:

  • Procure all materials and equipment ordered in a cost-effective and transparent manner in line with HA and donor specific policies.
  • Ensure that all order requests, purchase orders, RFQ and ITBs are tracked from point of planning and request through to final receipt. Regularly review, update and share the databases and trackers to the Head of Operations in the country office
  • Liaise with suppliers to create realistic delivery schedules and compare actual deliveries in order to evaluate supplier performance and responsiveness.
  • Provide procurement planning support to the programme staff as required.
  • Ongoing market research for new suppliers that may provide better service or value for money for HA.
  • Maintain and update suppliers list using the Supplier Registration Form
  • Ensure procurement files are accurate and records are in compliance to HA and donor procurement policies, the filing system is properly established, all soft copies and hard copies of procurement files are accessible and manageable.
  • Assist with the preparation of contracts and amendments of contracts when needed
  • Support on other tasks when required and any other related tasks assigned by the line manager.

Qualifications & Preferred Skills

Minimum Requirements:

  • Education: minimum Bachelor degree (Economics/Business Administration desired)
  • Minimum of 2 years successful experience.
  • Knowledge of the Iraqi Labour Law and Policies.
  • Very good computer skills in Microsoft office (other systems desired)
  • Excellent verbal (written) & oral communication skills in Arabic. Good verbal (written) & oral communication skills in English
  • Able to communicate complex issues in a concise, accessible and engaging way.
  • Flexibility and ability to work under pressure, manage time and prioritise work to deadlines.
  • Well-developed organisational and planning skills.
  • Punctuality and respect for rules and procedures.
  • Comfortable in planning and delivering multiple activities under pressure.
  • Must be able to maintain highest level of confidentiality regarding work-related information and data.
