Founded in 1933, the International Rescue Committee is a prominent international organization working in relief, rehabilitation, protection, post-conflict development, resettlement services and advocacy for those uprooted or affected by violent conflict and oppression. 

Working in coordination with the humanitarian community, the IRC currently addresses the needs of conflict-affected populations from several operational bases across Iraq. IRC’s activities focus primarily on the protection and legal assistance, cash assistance and livelihood, distribution of non-food items, education and women and children’s protection, and form part of an over-arching humanitarian response in Jordan, Lebanon, Turkey, Syria, Iraq and the region that seeks to assist refugees, IDPs and war-affected people survive conflict and displacement.


Position Overview

Under the direct supervision of the Legal Team Leader / Protection Manager, the Lawyer will conduct daily field visits to identify legal needs, provide legal counselling (individual and group), identify clients and take on legal cases according to his/her caseload and legal specialty (civil documentation, detention cases, HLP, GBV cases).


Job Responsibilities

  1. Conduct daily field visits to identify legal needs
  2. Provide legal awareness sessions, based in previously identified needs, to the communities, mainly on civil documentation, Housing Land and Property issues, IDPs and Returnees rights, etc
  3. Provide individual counselling to beneficiaries and advise on options to solve their particular legal problem (e.g. accessing essential personal documentation, government-initiated compensation benefits, and other legal issues, including property restitution) and make recommendations on the best actions to take
  4. Assist in filing legal cases before administrative or other bodies in accordance with established procedures for legal representation (e.g. accessing essential personal documentation, government-initiated compensation benefits, and other legal issues, including property restitution)
  5. Advocate on behalf of clients and make direct interventions with local authorities (e.g. phone calls, letters or meetings) or other organizations (NGOs) or international organizations (UN and IOs), were appropriate
  6. Refer cases identified as needing non-legal assistance, or legal cases that need to be followed-up in another governorate
  7. Provide legal representation in court and before administrative bodies in selected cases
  8. Prepare and send daily/weekly field reports to the Legal team leader / Protection Manager
  9. Follow each individual / household legal case in a separate LARF form, and provide feedback on the cases to Legal Team Leader and IM team on a weekly basis
  10. Reports to the Protection Manager / Sr Protection Manager / Protection Coordinator, any serious protection concern or rights violation noticed in the camp, according to best practices in term of confidentiality and safety of beneficiaries
  11. Archive all legal cases in individual files, ensuring respect of confidentiality of data.
  12. Apply for court fee payments using IRC process.
  13. Perform other duties, as required by the supervisor.



Please Note: This position may require frequent travel within Anbar governorate.

Qualifications & Preferred Skills



  1. Bachelor degree in Law.
  2. Member of Iraq Bar Association.
  3. At least two years experience in practicing law (Practitioner degree).
  4. Experience with working with IDPs
  5. Belief in human rights including gender equality.
  6. Experience working with people from different backgrounds.
  7. Practical understanding of Microsoft office applications.

  2. Fluency in spoken and written English.




1. Coordinates with all relevant stakeholders (Local authority, NGOs, etc.) in Anbar to ensure effective implementation of protection activities.


2. Participate in relevant coordination meetings, including the Protection Working Group, with sub-clusters and working groups covering Anbar
