Emergency Response Health Manager


The Emergency Response Health Officer will assist in the implementation, management and supervision of Medair’s Emergency Response Mobile Medical Unit, delivering life-saving essential primary health care to conflict affected populations in Kirkuk (Hawija) and Salah-al-Din (Tooz) Governorates.


OFDA funded action “Emergency Response Program for Conflict Affected Populations in Iraq” will provide essential primary health care services for IDP and host community populations in Kirkuk and Salah-al-Din Governorates to help prevent avoidable morbidity and mortality through existing and emergency response MMU teams.






Emergency Response (ER) Health Manager, ER Health Project Manager (PM), Security Officer, Drivers, members of the ER MMU team, and project support team, comprising finance, logistics, and HR


Community leaders, UN agencies, other humanitarian actors, local health providers, IDP and host community households, security personnel at check points






·         Uphold the humanitarian principles of humanity, neutrality, impartiality, and independence

·         Respect the Medair values at all times, both within and outside of working hours

·         Know, understand, and comply with Medair internal policies and procedures

·         Adhere to Medair Nationally Recruited Staff (NRS) Handbook and regulations

·         Be prepared to work in Kirkuk and Salah-al-Din Governorates and to relocate at short notice

·         Work closely with all members of the ER health team to provide the highest possible quality of care

·         Treat all patients and their relatives with respect and dignity

·         Maintain confidentiality for all patients

Specific Responsibilities


·         Assist Health Project Manager and Health Manager with the implementation, management and supervision of Medair’s ER health project in Kirkuk and Salah-al-Din Governorates, in line with Medair’s Health and Nutrition strategy and project plan, and according to humanitarian, national and international standards.

·         Conduct regular field trips to mobile clinic locations to oversee daily activities and ensure all activities are carried out as per clinic guidelines and meeting Medair standards.

·         Assist Health Project Manager and Health Manager with the monitoring and evaluation of the health program through clinic supervision, data collection and collecting beneficiary feedback to ensure the quality of program is maintained.

·         Supervise the clinical and registration data collection in the mobile medical clinic, ensuring data is entered into the database.

·         Collate and disseminate weekly and monthly reports to meet the reporting requirements and deadlines set by Medair, Department of Health, WHO/UN agencies and Donors. 

·         Assist Health Project Manager and Health Manager with implementing and continuing beneficiary participation and accountability mechanisms.

Staff Management

·         Facilitate regular team meetings with the ER mobile medical team ensuring team members are kept informed of issues relevant to their work and providing opportunity for feedback.

Financial Management

·         Ensure that any activities requiring the handling of Medair money are carried out in line with Medair procedures and all paperwork is completed accurately and in a timely manner. 

Communication and Coordination

·         Represent Medair at relevant local level coordination meetings involving local authorities, UN agencies and other NGOs

·         Coordinate and Liaise with members of the Medair health management team and clinical team to ensure all objectives of the health program are met.

·         Interpret as necessary between Kurdish / Arabic and English for the Health Manager, Health Project Manager and other Medair staff or guests visiting the mobile clinic locations.


Staff Safety and Security

·         Ensure personal understanding of Medair Standard Operating Procedures and Contingency Plans as documented in the Medair Iraq Security Plan.

·         Comply with Medair security procedures at all times, remaining aware of the security situation in office and clinic locations at all times.

·         Report any security incidents or concerns to the Security Focal Point in the field

·         Report any issues regarding workplace practices to appropriate ER Manager.



·         Assist the Health Project Manager, Health Manager and Logistics team to manage the correct and timely ordering, storage and distribution of all necessary medicines, supplies and equipment for the mobile medical team.

Qualifications & Preferred Skills




Vocational qualification

Degree in medicine, nursing or related medical field

Further qualifications in health management

Work experience

At least two years of post-qualification work experience in relevant field

At least 1 year experience in a management role

One year of previous NGO experience, directly implementing a health project

Previous experience managing health programs


Fluent English (speaking, reading & writing)

Fluent Arabic and Kurdish


IT & Communications

Computer literate with good skills in common Microsoft office programs
