Médecins Sans Frontières-Holland (MSF-H) is a private, non-profit international humanitarian organization dedicated to providing medical assistance to populations in crisis, without discrimination and regardless of race, religion, creed or political affiliation. To support the operations in Northern Syria from our Erbil Base, Kurdistan, MSF-H is currently looking for the following position:

Assisting the Finance Coordinator in the implementation and follow-up of the finance activities of the mission, while executing the accountancy and payment related tasks for the capital, according to MSF policies, standards and procedures in order to ensure documentary traceability as well as compliance with local labour and fiscal regulations.


  • Supporting the Finance Coordinator with delegated tasks to ensure proper management in the mission (budget, accounting, treasury, reporting, donors, auditing procedures, legal financial obligations, etc.) including the translation of documents and assisting in meetings upon request
  • Keeping updated on local laws and regulations and informing the FinCo of any changes or misalignment with the practices in place. Ensuring respect and strict compliance to MSF standards (chart of accounts, quality of documents, guidelines, expense validation procedures, cash security rules, etc.)
  • Carrying out delegated accounting tasks and activities for the capital, ensuring confidentiality on all finance issues related to MSF as well as the strict control of all expenditures and the reliability of statements and documentation.
  • Processing payments , ensuring that receipts and supporting documents meet the necessary quality standards.
  • Filing and/or scanning hard copies of documents, entering information in the accounting software and performing monthly closing procedures for the journals under his/her responsibility
  • Following up on rental/service contracts and insurances dates and informing the FinCo on time to organize payments and renewals.
  • When requested, replacing other members of the Finance/Accounting Manager or Project Administration Assistants during their absence.
  • Supporting FinCo on following up all the issued related to the bank (payment done by cheque, liquidity update, transfers from headquarters, follow up of signatories, communication with Suli mission related to the bank accounts).
  • Provide feedback to the projects on supporting documents sent for the supplier payment done by Hawala
  • In collaboration with the FinCo maintain a good and efficient relation with the Hawala providers
  • Under FinCo support, supervise the Fin/ HR assistant in Derik on the calculations of per diem, food pit, HF entries.
  • Train and support Fin/ HR assistant in Derik on managing sub account for expats (closing, issuing monthly statmenets etc) and processing 206xx forms to HQ
  • Support the FAM and the FinCo, in the month end closure process.
  • Checking hawala docuemnts from the field, updating hawala tracker, review hawala supplier invoices and preparing support docuemnts to for payment to Hawala agent.
  • Preparing monthly balance specification report (Balspec), to send to FinCo for revision.
  • In collaboration with FinCo give feedback to HQ on 206xxx BalSpec.
  • Following up on intersection and intermission expenses.
  • In collaboration with Suli mission and the lawyer, lead preparation and follow up of the annual government financial statement and report.
  • Focal point on the mission for the Finance department on training Finance assistant, Fin/ HR, first mission on procedures, policies of the mission, Hawala system, UF, etc.
  • Filling in for erbil-fin-assist as and when required.


Qualifications & Preferred Skills



Desirable finance, business or administration related diploma


•       Essential previous working experience of at least two years in relevant jobs

•       Desirable experience in MSF or other NGOs in developing countries


Mission language essential. Local language desirable


•       Essential computer literacy (word, excel, internet)

•       Good working knowledge on MS Office
