PART 1 – JOB DESCRIPTION

 

 

1.    JOB OVERVIEW

 

  • To provide financial administration and accounting services to the Tearfund office in Erbil in accordance with Tearfund Finance Policies and Procedures.

 

  • To carry out the day-to-day finance functions and ensure proper implementation of Tearfund’s financial systems and procedures in order to safeguard Tearfund’s assets, minimize the risk of financial loss and fraud and satisfy donor and statutory audit requirements.

 

 

2.    POSITION IN ORGANISATION

 

  • Reports to Senior Finance Officer
  • Works closely with Field Finance Officers, HR and Logistics officers.

 

 

3.    ORGANIZATIONAL REQUIREMENTS

 

  • The post-holder will, at all times, carry out their responsibilities with the utmost respect for the protection of children in accordance with Tearfund’s Child and Vulnerable Adult Protection Policy
  • The post-holder will be expected to behave in accordance with Tearfund’s ‘Code of Conduct’ as referred to in the Personal Conduct Policy.
  • The post-holder will be required to help meet the needs of all, regardless of ethnicity, gender or religious beliefs in line with Tearfund’s commitment to impartiality.

 

 

4.    KEY RESPONSIBILITIES

 

     A, CASH AND BANKING

 

  • Maintain petty cash account both n IQD and USD.
  • Ensure all disbursements have sufficient supporting documents and approved by officials.
  • Prepare request for transfers from the safe to petty cash
  • Facilitate replenishment for main Safe both in IQD and USD
  • Prepare weekly cash sheets encoding transactions to be reviewed by line manager
  • Conducts weekly cash count
  • Drops and collects bank related correspondences as and when required

 

     B, Disbursements

        

  • Make cash payments and receive funds in accordance with Tearfund finance procedures.
  • Prepare cheques/payment orders and ensure that they are properly authorized before they are issued in close coordination with Senior Finance Officer
  • Ensure all expenditures are approved in accordance with Tearfund policies and procedures
  • Check and reimburse employee expenses and monitor advances given to staff
  • Ensure that all supporting documents to a voucher expense is complete before issuing payments
  • Ensure Tearfund procedures are followed in issuing payments to suppliers, staff and others.

    

    

 

       C, Documentation and Recording

 

  • Compile all approved finance transactions/disbursement vouchers and submit to Senior Finance Officer for review and recording
  • Scan all payment vouchers and maintain an organized file and archive them in secure places
  • Responsible for safekeeping of all documents under their custody
  • Other duties as required

QUALIFICATIONS

· Bachelor’s degree in Finance or Business related field.

 

EXPERIENCE

· At least 1year experience in Accounting/Treasury management

· Experience in handling cash

Experience working with an INGO

SKILLS/ ABILITIES

· Spoken English, Kurdish and Arabic is essential together with written Arabic, Kurdish and English

· Ability to prioritize

· Ability to detail

· Ability to learn fast

· Demonstrated ability to manage cash

· High level computer proficiency in MS Word and Excel

· Ability to work independently with limited supervision

· Able to handle and guard confidential information sensitively and discretely

· Excellent communication skills
