Reporting to Job Holder: Sr. Project Officer, Project Officers and Project Assistant

 

Overall Purpose: Working as an important member of a diverse team who are committed to serve the world’s most vulnerable with practical and compassionate care the Project Manager (PM) plans, develops, monitors and evaluates the assigned project(s). This involves assessing beneficiary needs for shelter, cash and NFIs, supporting the designing of future projects and proposals, initiating and effectively managing and reporting on the projects in line with the objectives, timeframes and budgets. The PM will provide leadership; strategic direction and technical support to his/her team and liaise with stakeholders and potential donors. The PM will be responsible for the assessments, selection and registration of beneficiaries in line with the appropriate working groups and clusters in Iraq.

 

Project Overview: In response to the ongoing crisis in Iraq, Medair’s programme is delivering assistance to Iraqi IDPs, returnees and host communities in Duhok, Ninewa, Kirkuk and Salah-al-Din governorates.  Projects include Health, Shelter and NFI Assistance, Multi-Purpose Cash Assistance and WASH. The Iraq programme operates within the Medair Middle East programme, collaboration, coordination and shared learning of projects is expected within the region.

 

Major Duties and Responsibilities

Project Management

  • Manage the assigned project(s) in order to meet the project objectives within budget and within the allotted time frame and report promptly any operational concerns to line manager (e.g. projected failure to meet objectives; increased beneficiary needs; project spending needs)
  • Continuously monitor and supervise project activities, evaluating progress through outputs and impacts using both quantitative and qualitative data, and involving the line manager, the project team (and where applicable local authorities) in analysis and taking appropriate action as needed to ensure continued progress
  • Build the capacity of the project team to ensure efficient and timely implementation of the project activities and objectives
  • Provide strong leadership of the assigned project(s), working to ensure both short and long-term positive impacts and outcomes for the beneficiaries, local authorities (where applicable) and local staff
  • Understand and implement the principles of cash based interventions to ensure quality programming
  • Conduct market assessments and reports in areas of operation
  • Develop intervention activities relevant to the local context utilizing findings from needs assessments and market assessments
  • Contribute to development and implementation of an appropriate and effective strategy including proactive planning for responsible exit in consultation with the line manager, staff, field managers and, where appropriate, with the local communities
  • Provide input into the integration of beneficiary participation and accountability in all aspects of the project
  • Actively monitor CASH, Shelter and NFI sector trends in Iraq, and with the different actors and areas of operation for effective planning and coordination
  • Ensure accurate and timely reporting of activities according to Medair, donor and other applicable timeframes and formats in close collaboration and oversight of the line manager.
  • Support the development, design and writing of new proposals, linked to the assessed needs and gaps and the Medair country strategy, in conjunction with the relevant field managers.
  • Prepare and submit monthly situation reports (sitreps) in accordance with standard format
  • Assist in writing of interim and final project reports for donors as required
  • Assist in reviewing, revising and updating Medair’s national shelter, NFI and CASH strategies for Iraq
  • Participate in multi-sector needs assessment together with the Health and WASH teams, prepare relevant sector reports
  • Represent Medair at appropriate working groups, clusters, UN, and other stakeholders

 

Information Management

  • Monitor the data collection related to beneficiaries, Medair’s selection of households and the tracking of cash payments and NFI assistance to beneficiaries
  • Ensure effective systems regarding database management and security are in place and maintained in accordance with Medair’s policies and guidelines and best practices.
  • Ensure data gathering is done according to the latest sector standards and results of lessons learned are integrated into the project
  • Exchange best practices with other actors working in data collection
  • Coordinate with other IRQ team members on IM development in the programme

 

Staff Management

  • Line-manage staff of the assigned project(s), including day-to-day management, recruitment, development and training, performance reviews, etc. It may also be necessary to line manage other project staff, i.e. enumerators
  • Facilitate regular meetings to assist information sharing between project staff, to ensure all staff members are aware of project objectives and current work plans and to provide the opportunity for feedback
  • Provide coaching and technical supervision to staff in order to develop ownership and full responsibility for project activities
  • Assess the training needs of staff and ensure that appropriate training is conducted

 

Financial Management

  • Manage the budget for the assigned project(s) and ensure all expenses are according to budget and meet the Medair standards with regard to financial management, including accountability and good governance
  • Analyse budget vs. actual (BvA) data on a monthly basis and adjust spending accordingly
  • Support the team where needed in the selection, the set-up and management of cash assistance modalities for the project, in alignment with sector standards of the concerned banking institutions.
  • Understand the potential for loss and/or fraud in cash transfer programming and work with the line manager to mitigate such risks
  • Supervise the payment of project enumerators
  • Prepare the cash needs forecast for the project on a monthly basis
  • Work closely with the finance department to ensure that payments to a Hawala agent or a third party transfer/distribution agency are done in a timely manner

 

Communication and Coordination

  • Develop and maintain appropriate, regular, transparent and supportive communication structures with the assigned team, Medair in-country managers and other relevant stakeholders (e.g. beneficiaries, community leaders, local and national government officials, UN agencies and other NGOs), with the objective of ensuring good cooperation and partnerships
  • Participate in Medair internal training, as required, representing Medair and feeding back to staff and field managers on relevant issues
  • Coordinate with the sub-national NFI cluster and cash working groups to ensure that Medair strategy and implementation is in line with the national strategy and other actors
  • Coordinate in relevant coordination / cluster meetings and working groups, and feedback relevant information to the line manager and cash and NFI team

 

Logistics

  • Assist in the development of a procurement plan for each project, in cooperation and coordination with the line manager and PSM, which is to be reviewed and updated regularly
  • Prepare and submit purchases requests in accordance with the procurement plan
  • Liaise, as necessary, with the logistics and finance staff to ensure items are procured, transported, stored, managed and accounted for correctly
  • Ensure project staff comply with logistics procedures
  • Ensure equipment assigned for the project is used properly, accounted for and stored securely

 

Quality Management

  • Promote and use the Medair intranet, Box, Portfolio and other operating procedures, ensuring that all standardised formats are used and guidelines are followed
  • Ensure projects are implemented in line with donor proposals and requirements and in accordance with Medair, donor, country and international standards i.e. Sphere and CHS standards
  • Regularly review data and documentation produced by the cash/NFI team and provide trainings as required

 

Delegated Responsibilities

  • Implementation of the assigned project(s) within budget and the agreed timeframe
  • Management of the budget for the assigned project(s)
  • Authorisation of expenditure on applicable budget lines up to delegated amount
  • Line management of assigned staff, including recruitment, performance monitoring, disciplinary action, etc.

WORK CONDITIONS

Position will be based in the Medair Mosul Office, with frequent field trips to locations within Ninewa governorates, and possibly Duhok and Kirkuk governorates.

Working hours will be 08:30 to 17:00 with 30 minutes for lunch.
