Contract duration: 6 months (with possibility of extension)

I. Background on ACTED:

 

ACTED, Agency for Technical Co-operation and Development, is an NGO registered in France with global operations in Central Asia, Europe, Latin America and Africa. ACTED has been active in Iraq since 2003 and operating in the Kurdistan Region of Iraq since 2007.

 

ACTED is currently looking for qualified staff to fill the Capacity Building Officer Position in Dohuk Governorate for its Child Protection Project funded by UNHCR.

 

II. Background of program:

 

Since the beginning of 2019, ACTED is implementing a child protection project in partnership with UNHCR for Syrian and non-Syrian refugees in and outside of camps in Duhok Governorate.

 

III. Responsibilities:

 

The Capacity Building Officer responsibilities include:

 

  1. 1. Design, planning and implementation of the capacity building programme

 

1.1. Participate in the identification of the capacity needs of the two community-based organizations supported by ACTED (organizational and operational management)

1.2 Develop a training and coaching plan based on the capacity needs identified and previous capacity assessment conducted by ACTED

1.3 Support the community-based organizations in the management of their grants including in ensuring compliance to ACTED finance and logistics procedures

1.4. Support and coach the two community-based organizations to develop a realistic and sustainable fundraising strategy – based on diversified funds

1.5 Prepare and organize trainings for the community-based organizations as defined under the capacity building plan

1.6. Support the two community-based organizations for their communication strategy and their external relations

1.7. Follow up of activities and grants management of the two community-based organizations

1.8. Select and/or design necessary tools for the two community-based organizations

 

  1. Reporting

2.1. Provide weekly reports on the implementation progress of the capacity building programme for both community-based organizations

2.2. Provide meeting minutes for each meeting conducted with the community-based organizations

2.3. Provide training and coaching sessions memos to the Child Protection Project Manager

 

  1. Representation and Coordination

3.1. Participate in the protection cluster meetings and in other relevant coordination mechanisms at the camp level. Represent ACTED highlighting the gaps for inclusion and access to services for persons with disabilities in the camp

3.2. Ensure excellent coordination with both community-based organizations supported through ACTED CP project

3.3. Represent ACTED in external meetings as requested by the Child Protection Project Manager

3.4. Work with ACTED’s internal departments as requested to ensure compliance and transparency. Liaise with support departments for the compliance of the two community-based organizations’ grants.

  1. Compliance

4.1. Ensure the compliance of the two community-based organizations to ACTED and UNHCR procedures in particular in the management of their grants.

4.2. Support the two community-based organizations to kept records of all activities and grant management. Provide coaching and guidance on records management and stocking to both community-based organizations.

4.3. Ensure proper documentation of the capacity building activities implemented for Audit purpose

Qualifications & Preferred Skills

IV. Qualifications:

 

Candidates must have the following:

  • Bachelor’s degree in relevant field.
  • At least one year of prior professional experience in a similar post.
  • Strong organizational and communication skills
  • Proven ability to develop and implement a capacity building plan
  • Ability to work for long hours
  • Proven experience in conducting training with local or community-based organizations
  • Languages: Arabic and Kurdish mandatory (spoken and written), very good English (spoken and written)
  • Ability to maintain the highest degree of diplomacy, coordination and transparency
  • Strong ability to remain flexible and adapt to capacities of small organizations
