Mercy Corps works in places of transition, where conflict, disaster, political upheaval, or economic collapse present opportunities to build more secure, productive, and just communities. Providing emergency relief in times of crisis, we move quickly to help communities recover and build resilience to future shocks, and promote sustainable change by supporting community-led and market-driven initiatives. Recognizing both the great potential and the complex challenges faced by the Middle East, since 1989 Mercy Corps has been implementing a range of humanitarian assistance and development programs tailored to the specific needs of the region and of those communities where we work.
Mercy Corps has worked across Iraq’s 18 governorates since 2003, implementing relief and development programming, more than a third of which has focused on the specific needs of refugees and displaced persons. Mercy Corps Iraq current goal is to work with new and existing civil society, public and private sector partners to meet immediate and long-term needs by strengthening communities’ ability to rebuild amidst increasing crisis. Mercy Corps Iraq focuses on (1) a relief-to-resilience pathway to meet the needs of conflict-affected communities leveraging agency expertise in conflict management and civil society development (2) a humanitarian response that empowers conflict-affected populations to meet their own needs (3) partnering with conflict-affected adolescents to address their diverse needs, promoting leadership and linkages with civil society.
Daily life for a youth and adolescents, in a fragile and challenging setting, demands a program approach that addresses emotional, physical, educational, social and economic needs. The project’s goal is to reduce the vulnerability of conflict-affected youth through increased livelihood outcomes, utilizing an approach that fosters social cohesion in Mosul area.
General Position Summary
The Business Startup Officer will be based in Mercy Corps’ Mosul office. The Business Start Up Officer will be primarily responsible in contributing to building economic resilience and improved ability of returnees and host youth (18 – 24), to secure productive livelihoods.
Essential Job Responsibilities
- Introduce the project and program objectives among key beneficiary groups that are selected to attend the business training course;
- Foster ongoing positive cooperation with key stakeholders of this program including local authorities, other key market actors and financial service providers, and Mercy Corps;
- Build an atmosphere of positive interaction and learning among participants;
- Track learning, provide inputs into any required changes to program delivery and provide accountability to beneficiaries and Mercy Corps management on the success of the project
- Provide support in assessing completed business grant applications, by participants of business skills training, for eligibility of financial support.
- Provide mentoring, technical support and motivation to the business start-ups created by grants provision
Technical training and Mentoring:
- Work with key Mercy Corps team members to support the technical design of an interactive an relevant business skills training curriculum based on recent Mercy Corps assessment of the labor market and identification of key transferable skills gaps;
- Attend relevant Training of Trainers provided by Mercy Corps on Business skills topics and delivery;
- Support and delivery of an interactive and participatory business skills training in Arabic and Kurdish languages tailored to different participants’ education, literacy and past experience;
- Provide ongoing coaching, mentoring and advice to youth businesses and entrepreneurs to successfully start and run their own business.
- Track ongoing issues and challenges identified by youth business skills graduates to tailor and enhance business skills training modules.
Monitoring & Evaluation, Accountability and Learning
- Support Mercy Corps M&E teams in gathering participant baseline, mid-line and end-line data to assess training and program impact;
- Test and record participants’ enhancement of knowledge and skills from the training on a regular basis;
- Track learning from participants, provide refresher training on specific topics and participate in Mercy Corps program debriefings to share lessons learned and input into any technical training or program design changes as needed;
- Identify existing small scale businesses that can be expanded through in kind support and additional training.
- Any other duties as assigned as directed by the Senior Business Development Officer.
Organizational Learning: As part of our commitment to organizational learning and in support of our understanding that learning organizations are more effective, efficient and relevant to the communities they serve, we expect all team members to commit 5% of their time to learning activities that benefit Mercy Corps as well as themselves.
Accountability to Beneficiaries: Mercy Corps team members are expected to support all efforts toward accountability, specifically to our beneficiaries and to international standards guiding international relief and development work, while actively engaging beneficiary communities as equal partners in the design, monitoring and evaluation of our field projects.
Supervisory Responsibility: None
Reports Directly To: Senior Business Development Officer
Works Directly With: Mercy Corps staff and partners.
Knowledge and Experience
- Bachelor’s degree or equivalent in Education / Technical Training Certificate or a relevant field required
- At least 2 years of work experience with an INGO / local NGO or vocational training institute in a training / capacity building role;
- Prior experience of supporting training / capacity building for youth / youth programs is highly desirable;
- Prior skills in conducting training and capacity building activities for a range of diverse participants; training and capacity building for youth (young men and young women) is a plus
- Excellent oral and written Arabic and Kurdish skills is mandatory; working knowledge of English is a plus.
- Ability to work effectively with an ethnically diverse team in a sensitive environment.
- Demonstrated success working effectively and respectfully with multiple stakeholders including the private sector, local authorities and partners in complex environments.
- Successful and proven negotiation, communication and organization skills.
The successful Business Start Up Officer will be an excellent team player, have excellent interpersonal skills, effective problem solver and be a pro-active learner. S/he will be capable of multi-tasking, rapid decision-making, have initiative, drive and a lot of energy, as well as high emotional intelligence, constructive mentoring skills and proven experience with capacity building. The Business Start Up officer will be committed to the success of the youth enterprises and program sustainability. Successful Mercy Corps team members have a strong commitment to teamwork and accountability, thrive in evolving and challenging environments, and be an effective communicator.
