Action Against Hunger intervenes in four main areas: Nutrition, Mental Health & Care Practices; Water, Sanitation & Hygiene; Food Security and Livelihoods; Advocacy and Raising Awareness. Action Against Hunger is looking for One (1) Admin Manager

Work place: Based in Mosul City + Geographical areas covered by the mission with travels and trips as requested and/or required by the programs/activities

Type of contract: 6 months Fixed-Term with the possibility of renewing the contract.

Working Hours: Full Time Contract of minimum 40 hours per week up to a maximum of 48 hours per week

Monthly Gross Salary:  3,378,745 IQD

Benefits: Monthly Transport Allowance + Medical Insurance (when probation period passed and confirmed on the position) + End of Year Benefit.

Purpose of the position:

  • Carries out administrative, accounting and financial management of bases, in compliance with donor and ACF International procedures.
  • He/she supervises accounting operations and cash management, and carries out budget follow up in conjunction with the program managers.
  • He/she is also one of those charged with ensuring that ACF International’s Human Resources policy is properly implemented at base level.
  • He/she works on strong capacity building of subordinate finance and human resources staff.

Specific Objectives:

Objective 1: Provide accounting services for the bases

  • disseminating information about the accounting procedures of the base and ensuring that these procedures are respected
  • the comprehensiveness and precision of entries and the correct budgetary charging of expenses
  • the correctness of cash stocks and bank accounts
  • timely forwarding of accounting information to the capital (accounting, extra-accounting and expatriate data are entered into the accounting software)

Objective 2: Managing cash;

  • disseminating information about the accounting procedures of the base and ensuring that these procedures are respected
  • the comprehensiveness and precision of entries and the correct budgetary charging of expenses
  • the correctness of cash stocks and bank accounts
  • timely forwarding of accounting information to the capital (accounting, extra-accounting and expatriate data are entered into the accounting software)

Objective 3: Leading financial management of the base;

  • Updating and analysing budget follow up in conjunction with logistic and program teams
  • Making connections between budgetary consumption and activity progress
  • Proposing solutions if necessary
  • Monitoring functioning costs at his/her assignment base
  • Overseeing adherence to donor administrative procedures
  • Providing all necessary components for proposals (structural costs of the base and sub-base) and for feedback to funding bodies (audits, financial reports)
  • Checking that cash forecasts and BFUs are consistent, and keep the capital and HoD Finance informed
  • Anticipating and monitoring financial risks (underspend, overspend)
  • Updating the financial plan for the base and allocating properly the expenses according to the financial plan and budgets (support the departments in following their budgets)
  • Warning the Admin Head of Department and Field Coordinator of financial risks
  • Ensuring the donor filing as per ACF procedures

Objective 4: Provide Human Resources management

  • Recruiting the persons required for the base, according to the needs defined in the budgets and according to ACF strategy, with the support of other departments.
  • Implementing and applying the mission's Human Resources policies and procedures at base level.
  • Implementing the essential tools to run the base (contracts management, payroll, briefing, respects of internal regulations and ACF charter, disciplinary measures)
  • Ensuring social dialogue at base level in collaboration with the Field Coordinator and the HR Head of Department
  • Providing support to the managers in the resolution of HR issues.
  • Providing support to the Managers in the follow up of their team: Appraisals, End of Contract, Renewal, etc.

Objective 5: Manage the Finance & Human Resources team

  • The day-to-day management of his/her team (guidance, follow-up, motivation, etc.)
  • Assessing the performance and developing the skills of his/her team members
  • Organizing and leading team meeting (define and share strategy, objectives)
  • Providing technical support to his/ her team

Objective 6 : Administrative management of expatriate  

  • Administration of expatriates and visitors per diem and COLA
  • Calculate and give monthly per diem and COLA for expatriates and visitors in the base

 

Qualifications & Preferred Skills

Recruitment Criteria:

 

 

Qualification/Degree:

Bachelor’s Degree minimum required with specialization in HR preferred or Professional Training/Certificate in Human Resources

Professional Experience

3 to 4 years of experience in the Human Resource field, at least 2 years in managerial level.

Experience in Recruitment, Payroll and Capacity Building

Technical Skills

Local Labour Law Knowledge, Knowledge about recruitments process, interviews and boarding, Knowledge in Training and Career development, Understanding of Compensation and Benefits policies including tax regulations, reporting

General Skills

Managerial Skills (if applicable)

Team Player - Professionalism – Good organizational Skills – Very Good Communication and Mentoring/Training Skills -  Very High Sense of Confidentiality 

Language Skills

Written and Spoken English : Mandatory

Written and Spoken Arabic: Mandatory

Written and Spoken Kurdish: is an advantage

IT Skills

Very good knowledge and experience with Homere and MS Office
