Triangle Génération Humanitaire (TGH) is an international non-governmental organization (NGO) designing and implementing emergency, post-emergency and development programs. The programs fall within the fields of water, hygiene and sanitation (WASH), civil engineering (Shelter), food security, rural development (Livelihood), socio-educational and psychosocial support (Protection). In 2017, its committed teams operate in 11 countries in Asia, Africa and Middle-East Region and manage 68 programs.

TGH is working in KR-I since June 2013 mainly providing socio-educational and psychosocial services to Syrian refugees and IDPs.

TGH aims to launch a new project in Mosul East area to provide Education & Child Protection support to youth and adolescents affected by the conflict.

The general objective of the project is to support the stabilization of poor neighborhoods in East-Mosul and the social cohesion, by supporting the professional insertion among young people, reinforcing the response in terms of protection and education needs for the young.


The employee engages himself to:

This job description will be regularly reviewed. Only a common and joint agreement between the employee and the employer could lead to a modification of this it.


JOB OBJECTIVE:                                                                                   

Under the responsibility of the project manager (PM), the Community Centre Manager will be responsible for ensuring that the necessary support is provided to logistics, procurement, and HR operations in the Community Centre. The CBC Manager will be in charge of managing a safe and protective space for children to play and learn. She/he will also play a key role in ensuring the smooth running of the education & protection activities conducted in the Community Based Centre. In the absence of the project manager, his direct line manager will be the Field Coordinator.

The Community Center Manager will be based in Mosul.




Responsibility 1: Supervision of Logistic and HR of the Community Centre

Responsibility 2: Ensure that the Community Based Centre is secure and safe for children

Responsibility 3: Support the smooth implementation of activities conducted in the Community Based Centre 

Responsibility 4: Participate in the representation of TGH and CBC activities

Responsibility 5: Reporting and internal coordination

Responsibility 1:    Supervision of Logistic and HR of the Community Centre

Task 1 – Ensure a proper functioning of the Community center (security, cleaning, maintenance, internet, electricity and safe water access)

Task 2 – Responsible for ensuring the adequate provision of structure running supplies for the CBC: evaluate the needs / ensure the procurement in compliance with TGH logistic procedures / maintain an updated equipment list/ inventory of the store.

Task 3 – Monitor the expenses made for the Community Centre and ensure that the invoices are completed properly.

Task 4 – Supervise and manage the Security Guards and Cleaner working in the Community Centre.

Task 5 – Report any dysfunctional event in the CBC to the PM.



Responsibility 2: Ensure that the Community Based Centre is secure and safe for children

Task 1 – Guarantee a safe, clean and child friendly atmosphere in the Community Based Centre.

Task 2 – Make sure that the Community Center’s physical facilities comply with local, state and federal laws and as required authorizations.

Task 3 – Ensure that health and safeguarding minimum CP standards are understood and met.

Task 4 – Ensure that Emergency procedures are in place and adequately displayed: place which meets suitable standards of care for the child.

(Make sure that at least one member of the CBC has a basic understanding of first aid)

Task 5 – Gather Family contact information and register kept up to date and available immediately.

Task 6 – Ensure safe and clean access to sanitation facilities: including gender separate latrines, access to people with disability…

Task 7 – Ensure the security of the equipment and materials and the monitoring of guests and visitors by the Security Guards.


Responsibility 3: Support the smooth implementation of activities conducted in the Community Based Centre


Task 1 – In collaboration with the management team, ensure that the overall activities conducted in the Community Centre are planned and implemented in an appropriate manner: provide support in the organization of activities related to the Project, such as PSS activities, catch-up classes, children and adolescents focus groups discussions, awareness sessions, events (including trainings, ceremony,…) and external services provided by other NGOs.

Task 2 – Responsible of the registration data base and gathering the attendance list for the activities conducted in the CBC. Ensure that the children registered fulfill the requirements of the project.

Task 3 – Participate to and facilitate the organization of external protection services provided in the Community Based Centre by other NGOs and INGOs: provide support to the PM in the identification of INGOs and NGOs, maintain and ensure that the services are planned and implemented in an appropriate manner.

Task 4 – Be alert of any change of context and protection issues related and inform the management team

Task 5 – Ensure proper follow-up and monitoring of the project to evaluate the impact of the actions in the Community Centre. This will include the establishment of concrete mechanisms to enhance the level of accountability to beneficiaries to guide and adjust project implementation.


Responsibility 4: Participate in the representation of TGH and the promotion of the CBC’s activities


Task 1 – Ensure the effective collaboration and communication with all partners and key stakeholders of the project.

Task 2 – Represent TGH with local authorities, partners and stakeholders involved in the implementation of the CBC’s activities.

Task 3 – Maintain good relationship with communities and manage communication with parents and caregivers.

Responsibility 5 :  Reporting and internal coordination


Task 1 – Participate in TGH internal coordination meeting, training and workshop as requested.

Task 2 – Provide regular timely internal reports on CBC activities to the PM.

Task 3 – Support data collection within the framework of the Project.


Responsibility 6: Other duties

Task 1 – Ensure the respect of confidentiality / TGH Child Protection Policy and ethical guidelines

Task 2 – Ensure the respect of TGH security rules

Task 3 – Translate from English to Arabic and reversely

Task 4 – Provide support in needs assessment for any possible/future Education/Child Protection project, if required by the PM.

Qualifications & Preferred Skills



-         University graduate

-         Proven experience in Community Structure management (Multi-purpose based centre, School, Child Friendly Space…)

-         Proven work experience in Logistic (including maintenance, supply, stock management & inventory)

-         Proven experience of working within Child Protection & Education / Community Based Approach

-         Good in representation

-         Knowledge of logistics/HR procedures

-         Understanding of security measures and risk management

-         Knowledge of applicable Iraqi laws, minimum health and safety standards, and Child Protection Standards for Community / Public structure

-         Good computer skills (MS Office, including Outlook for email).

-         Active, positive and flexible.

-         Good communication / social skills to establish relationships with communities, families, children & adolescents.

-         Capacity to represent TGH with local authorities, partners and stakeholders

-         Strongly motivated by humanitarian work.




Mandatory: Fluency written and spoken Arabic and English.
